Dr. Todd Marshall
Dr. Todd Marshall serves as the Director of Expansion at the Prison Seminary Foundation. Over the past 25 years, he has served as a professor and administrator in various educational contexts across the United States, Africa, Eastern Europe, and Ukraine, holding roles including Dean, Vice President, Interim Provost, Executive Director, and CEO. He has also served as a peer reviewer for the Higher Learning Commission.
Under his leadership, Ashland's Correctional Education program expanded dramatically from 1 state and 8 facilities to 13 states and 127 prisons and jails, serving over 4,000 students in its peak semester with almost 2,000 students earning accredited college degrees. His research focuses on digital divides, online learning systems, and the intersection of technology, theology, and education in challenging contexts.
Marshall's career is distinguished by pioneering work in underserved communities and online education. In 2004, he developed the first U.S. accredited hybrid master's degree in the former Soviet Union, and worked on the first government-accredited online program in English-speaking East Africa in 2008. He also led technology efforts for a satellite-based education program serving 15,000 students across sub-Saharan Africa.
Marshall holds multiple advanced degrees, including a Ph.D. in Information Science and Technology from Syracuse University's iSchool, along with graduate degrees in theology and missiology. He brings deep expertise in cross-cultural education and collaborative work across digital divides. He and his wife have four grown daughters and seven grandchildren.
